A sign found in one of NBI’s branches in Bulacan where people get their clearances
It’s amazing how some people would still persist in wiping their inked fingers (for fingerprints) on the wall, even if they’re already given wet tissues to clean their hands. Are they just stubborn, simply idiotic or apathetic?
