In addition to Perfect World, I’m also recently immersed in the ancient world of Ikariam, which can also be played online. Unlike PW, though, Ikariam is a free browser-based game in which you will build a city from scratch, starting with a level 1 town hall and island resource mine (crystal, sulphur, marble, or wine) and make it a thriving city or even an empire, if you like! You can also pillage other towns or enter into alliances and form treaties.

All of that in a simple graphics and text-based game that, I think, would be safe for the workplace because you can easily minimize the browser window, if your boss happens to pass by your workstation. You can also play it at a simpler interface ideal for mobile phones.

If you’re curious about this game, I suggest you start at Kappa server (Ikariam already has 11 servers up running!) and sign-up a player. Then, look for Ichirou city in Drauitia island (x-32: y-15) and maybe Garkas can help you begin your city development. :-)
