Well, if I were the friend of this guy, I wouldn’t even let him go home by himself! I do think that this guy should be charged with a driving offense. After all, his wheelchair is a two-wheeled vehicle, any which way you look at it.

He should get some sort of punishment ~ public intoxication at the minimal. Just think of how dangerous he made it for all the other crazy drunks out there on the road. Avoiding him would be an additional challenge for most intoxicated drivers.
